I found this short video which is about the construction of the Kunsthalle Gwangju in front of the Old Provincial Hall.

If you are curious about what the Kunsthalle Gwangju is all about please visit their homepage. Their is a great deal of information in English about what the project is. Some of the information is centered around a show that took place in May but there is other interesting tidbits as well.
Wikipedia also has a short blurb as well which gives a brief definition of Kunsthalle and locations around Europe. The Gwangju site is not yet included.
